THE LATEST CHANGES IN JAPAN 2019
In the past five years, the Japanese labor export program has been increasingly attracting many Vietnamese workers. The benefits of going to Japan are enormous. Particularly, in the beginning of 2019, the Government of Japan has implemented many preferential policies to attract foreign workers to Japan living and working.
Japan is facing a severe shortage of human resources. Especially in the fields of construction, mechanics, electricity, electronics, information technology and nursing. Therefore, in order to attract foreign workers, the Government of Japan plans to make changes Labor export policies in Japan in 2019.
There are 3 latest changes in Japanese labor export in 2019
By the end of March 2019, there will be a final decision. If passed, the labor export program to Japan in 2019 will have positive changes for employees and will be applied from April 2019.
- Increase the duration of the Japanese trainee program to 10 years
This is really good news for Vietnamese workers wishing to work long term in Japan. By now, the Japanese skills trainee program is limited to two types of one-year and three-year contracts. After termination, if conditions are met, trainees will be returned to Japan more 2 years.
However, if the new law is passed, the working time of the employee when participating in the program will be increased to a maximum of 10 years. The following 5 years extension will be called: TOKUTEI GHINO 1 GO. Applied to more than 10 industries.
At the present time, there are three occupations that definitely belong to the above 10 occupations: construction, nursing (kaigo) and agriculture. The remaining occupations are still in the process of drafting.
- Have the opportunity to be granted permanent residence in Japan and sponsor relatives to Japan
Normally, in the Japanese export program, only those who go to Japan as engineers have the opportunity to work long term in Japan and sponsor relatives to Japan.
In 2019, if the new law is applied, those who participate in the Japanese skills program will have the opportunity to be granted permanent residency in Japan. Especially allowed to bring their family from Vietnam to Japan.
Conditions to be granted permanent residence in Japan and sponsorship of relatives to Japan include: After five years of extension, trainees will take the skill test (Japanese language test and skills). If passed this exam, trainees will be granted TOKUTEI GHINO 2 GO. As such, trainees may be granted permanent residency in Japan and are allowed to bring their family to Japan to live and work.
- Increase the number of Vietnamese trainee to work in Japan
At present, Japan is still in serious shortage of labor in key sectors. In particular, on July 24, 2020, the 2020 Summer Olympics will be held in Tokyo – Japan. Therefore, Japan needs a large number of expatriates to complete the preparations for the 2020 Olympics.
According to statistics from the Vietnam Labor Export Association, in the first nine months of 2018, there were 102,116 people exit of a country. Compared to the first nine months of 2017, there was a rise of 10.19%. In particular, in September 2018, manpower supplying companies provided 14,635 people, an increase of 0.4% compared to August.
Besides the industries, agriculture, the nursing industry in Japan also need to recruit a large number of nurses and nurse’s aid to work in Japan. From now until 2020, the Japannese Government has planned, recruited 10,000 nurses and nurse’s aid from Vietnam to work in Japan.
Thus, these new changes have brought many benefits to laborers participating in the labor export program in Japan. Especially those who take orders for construction, agriculture and nursing.
